These Terms and Conditions apply to the making of payments for crossing, creating and managing accounts and the use of our ANPR system and website.
The Humber Bridge Act 1959 and Humber Bridge Byelaws 2025 apply to your use of the Humber Bridge and together with this Terms and Conditions form the basis of the legal framework governing the relationship between us. You can find a copy of the 1959 Act and 2025 byelaws on our website. Please note that the use of our website is subject to the Privacy Policy which sets out the principles by which we abide in relation to the treatment of information about visitors to our website and which also apply to your use of our site.
If you are an existing account holder, these Terms and Conditions SUPERSEDE any previous terms and conditions which governed the use of your account.
We request that you pay particular attention to clause 3.2.11 Consequences of non-payment or lowcredit balances on all Accounts.
By opening an Account with us you AGREE that you have read and understood our terms and conditions and agree to be bound by the most recent version of them in full.
1. Interpretation
1.1 In these Terms and Conditions words and expressions shall where the context so requires or admits have the following meanings:-
“Account” – means the Humber Bridge Toll account – a pre-paid account facility linked to your vehicle to pay for Toll Charges for Crossings made by that vehicle.
“Account Balance” – the amount credited to your Account at any time.
“Agreement” – means these terms and conditions.
“ANPR System” – means our automatic number plate recognition system.
“Auto Top-Up” – the method of payment which triggers an automatic top-up of your Account Balance when your Low Balance Threshold is reached.
“Auto Top-up Amount” – means the amount you agree for your card to be debited and by which your Account Balance will be credited, when your Low Balance Threshold is reached.
“Crossing” – means a single journey in one direction. A return trip is two crossing.
“Guest Crossing” – means a facility to pay for a Crossing without a Humber Bridge Toll Account.
“Humber Bridge” – means a toll road crossing the River Humber.
“Low Balance Threshold” – means the amount that will trigger a request to top up your Account or an Auto Top-Up. The minimum threshold will depend on average usage and number of vehicles on the Account. You may set the amount at anything above the minimum. It will default to the minimum low balance threshold unless you change it.
“Services” – means the Account facility, the provision of approved payment options, the ANPR System and any services available on the Website.
“Toll Charges” – means the toll charges for the use of the Humber Bridge as set out on our Website.
“VRN” – means your vehicle registration number plate, which we may collect and process as part of the ANPR System
“We”, “Us”, “Our” and “the Board” – means the Humber Bridge Board, a statutory body created under the Humber Bridge Act 1959
“Website” – means our website hosted at www.humberbridge.co.uk
“You” and “Your” – is a reference to and means the individual customer, organisation or business using the Services.
1.2 Under these Terms and Conditions where the context so requires:
- references to persons are to include natural persons, companies, corporations and unincorporated bodies wherever and however incorporated or established (whether or not having separate legal personality);
- references to any party will include that party’s personal representatives and the successors and assigns of that party;
- a reference to writing or written includes e-mail;
- where an obligation falls to be performed by more than one person, the obligation can be enforced against every person so bound jointly and against each of them individually;
- an obligation on a party not to do something includes an obligation not to allow that thing to be done;
- any words following the terms including, include, in particular, for example or any similar expression shall be construed as illustrative and shall not limit the sense of the words, description, definition, phrase or term preceding those terms.
2. Terms of use
2.1 This Agreement supersedes all prior agreements, understandings and representations whether written or oral.
2.2 We may revise these terms and conditions without notice. It is your responsibility to regularly review the terms and conditions in case of any change. Continued use of our Services after a change will be deemed as acceptance of our terms and conditions in force at the relevant time, which you agree to comply with.
2.3 If any of these terms or conditions are declared invalid, void or unenforceable, the validity of the rest of the Agreement will not be affected.
2.4 When you browse our Website or download our app you are entering into an Agreement with us and agreeing to comply with these terms and conditions.
2.5 You are not allowed to do or attempt to do any of these things:
- collect or store personal data about other users without their consent.
- use any device, software, automated agents, scripts or routine to hack, or attempt to hack, into or interfere with our services or the security of our website or app.
- mine data from our services
- reverse engineer our tolling system or any connected system or software.
3. Accounts
3. 1 Signing up for an account
3.1.1 When you sign up for a Humber Bridge Toll Account, please make sure that the information provided is correct as we cannot be held responsible for typos and incorrect VRN entries.
3.1.2 You will need to create a username and password when creating your Account and it is important that you keep it safe and confidential, as you are responsible for the use of your Account. You will also have to verify your email address during the sign-up procedure. If you suspect that your Account has been compromised, please let us know immediately. Let us know as soon as possible if your password is lost or stolen, and change your password immediately to prevent any further unauthorised access.
3.1.3 In accepting these terms and conditions you agree to accept responsibility for use of your username and password, which are set up by you during the sign-up procedure. You are responsible for ensuring that those who use vehicles linked to your account comply with these terms and conditions.
3.1.4 We can refuse the creation of your Account, or access to our service, for any legitimate reason.
3.1.5 We reserve the right to disable an Account if we suspect an unauthorised person has accessed or is attempting to access it.
3.1.6 We can also disable an Account at any time without prior notification if we believe that there may have been any misuse by you, including suspected fraudulent activity
3.1.7 You agree to cooperate with us and our agents, including law enforcement authorities, by providing reasonable assistance in identifying and investigating potential security breaches, including providing relevant information and access to your Account details as needed to recover any losses, where such requests are made in good faith and are proportionate to the suspected breach.
3.2 Payments to your Account
3.2.1 You can manually add money to your Account or choose to set Auto Top-Ups
3.2.2 You can save your card details in your Account to allow for faster future payments. You can view a list of your saved card details and delete them at any time in your Account
3.2.3 Toll Charges will generally be automatically deducted from your Account Balance shortly after travel, but there can be a delay of up to 7 days
3.2.4 If you choose Auto Top-Up, your account will automatically top up using your payment card assigned for Auto Top-Up payments, subject to the express consent you provide for our card payment provider to save your card details, in accordance with Clause 6. You can choose the Auto Top-Up Amount as long as it is applicable to the number of VRNs registered on your account.
3.2.5 By enabling the Auto Top-Up function on your Account, you give us permission to take the Auto Top-Up Amount from your debit/credit card when your Low Balance Threshold set by you is reached.
3.2.6 If you are using the Auto Top-Up option on your account and a vehicle associated with this Account is sold or stolen and not removed from the Account, you will be liable for any ongoing Auto Top-Up payments, until you cancel or amend your Account.
3.2.7 You may cancel, amend, or update the Auto Top-Up settings at any time
3.2.8 You will receive email reminders when your Account Balance is low and will be informed each time that an Auto Top-Up payment was taken. You can also turn on notifications if you are using the app.
3.2.9 You remain responsible for checking the notifications from us and for ensuring that our emails are not blocked by your spam filter.
3.2.10 You are responsible for keeping your card details updated on your Account. If your payment fails, your Account will not be credited, and you may have insufficient funds to pay for your crossing / Toll Charges
3.2.11 If your Auto Top up payment fails, you will be required to manually top up your account above your Low Balance Threshold in order to trigger the next Auto Top-Up
Consequences of non-payment or low credit balances on all Accounts
3.2.12 IMPORTANT: It is your responsibility to keep your Account in sufficient credit to cover your Toll Charges. If you do not have enough money in your Account to cover the Toll Charges or do not pay the Toll Charges by another method in accordance with the requirements of the byelaws, you may be issued with an Unpaid Toll Notification. Continued non-payment could result in further administrative charges being applied and may be passed onto an external third-party debt collection agency. IT IS YOUR RESPONSIBILITY TO MONITOR YOUR ACCOUNT AND ENSURE YOU ALWAYS HAVE SUFFICIENT CREDIT. If you do not have enough money in your Account to cover the Toll Charges when you cross you have until midnight the day after crossing to pay before an administration charge is added.
3.2.13 We will accept no responsibility for any bank charges, penalties, or interest that you may be
charged by your bank.
3.2.14 Upon a written request, we may refund credit held on Account if we think that the amount held therein is excessive in relation to your normal use.
3.3 Adding or removing vehicles
3.3,1 You can add up to 5 vehicles on a personal Account.
3.3.2 When you add a vehicle to your Account you must have permission from the registered keeper of the vehicle. By adding the VRN you confirm that you have informed the registered keeper that you are adding their vehicle to your Account.
3.3.3 You can add or remove vehicles at any time through your Account.
3.4 Adding or removing additional contacts
3.4.1 By adding details of an additional contact (hereinafter called “an authorised person”) to your Account, you confirm that you have their permission to add their personal details.
3.4.2 Once added, an authorised person will be able to discuss all Account details when calling the customer services team.
3.4.3 Only the contact marked as Primary will receive all notifications from the Account.
3.4.4 You can add or remove additional contacts through your Account.
3.5 Businesses
3.5.1 Businesses can set up a business Account. If you choose to set Auto Top-Up on a business Account, the minimum will be determined by how many vehicles are registered on the Account.
3.6 Updating your details
3.6.1 The registered keeper is ultimately responsible for paying the Toll Charges so you must keep your personal and vehicle details up to date.
3.6.2 If your vehicle is stolen, it is very important that you remove it from your account and let us know immediately using the Contact Us page on our website. You will need to provide us with a crime reference number.
3.6.3 If you sell your vehicle, you are responsible for removing it from your account
3.6.4 You can report a cloned plate using the Contact Us page on our website and uploading your supporting evidence.
3.7 Closing accounts
3.7.1 You can close any Accounts you hold with us using the account closure request option on our Contact Us page.
3.7.2 If you have not used your account for more than 24 months it will be closed automatically. Use is defined as either making a top-up payment or using your account to pay Toll Charges.
3.7.3 On closure of an Account you will be notified by email and asked to pay any outstanding tolls and charges.
3.7.4 At your request, unused credit (after deduction for our charges due pursuant to these terms and conditions) will be repaid to you by BACS providing you request the refund and provide payment details within a period of 28 days of your Account closure notification.
3.8 Exemptions and Concession Accounts
3.8.1 DISABILITY CONCESSION
3.8.1.1 We provide free crossings for people who are disabled AND in receipt of one of the following benefits:
- Higher rate of mobility component of the Disability Living Allowance (DLA)
- Enhanced rate of Personal Independence Payments (PIP)
A fully tax-exempt vehicle is also required, with V5 logbook classification showing ‘disabled’ for privately owned vehicles.
3.8.1.2 In order to apply for a disability concession, you will need to do the following:
- Open a personal Humber Bridge Toll Account online
- Add your VRN
- Select and click the disability concession
- Upload relevant documentation when prompted
- Make a payment to the Account to cover the initial disability concession registration fee
- Wait for your documentation to be reviewed and approved by a member of the customer services team
- Once approved you will receive a confirmation email of your entitlement which will enable free crossings to be deducted from your Account.
3.8.1.3 Until your documentation has been approved, crossings will be deducted from your Account at the standard Toll Charge
3.8.1.4 Disability concessions are only valid for one (1) year. You must pay the annual disability concession renewal fee and provide evidence of your eligibility each year to keep the disability concession applied to your personal Humber Bridge Account. Failure to renew your concession annually will result in the disability concession being removed from your Humber Bridge Account and crossings will be deducted at the standard Toll Charge.
3.8.1.5 The disabled person must be in the vehicle at the time of crossing
3.8.1.6 Conditions applicable to disability concessions:
- The concession is only valid while the disabled person is in the vehicle and your entitlement is current.
- The concession is only valid for privately owned vehicles with the taxation class disabled.
- The concession is only valid for mobility vehicles once the required documentation has been received and approved, confirmation will be sent via email.
- The concession is not transferable to any other vehicle, even a temporary replacement.
- You can only use your concession for one vehicle.
- The concession cannot be used in connection with a business.
- A breach of these conditions will result in the withdrawal of the concession.
- Failure to renew your concession will result in the concession being removed from your Account and crossings being deducted at the standard Toll Charge.
3.8.2 CASTLE HILL
Patients undergoing certain treatments at the Queens Centre, Castle Hill Hospital may be eligible to receive free Humber Bridge crossings. Full details can be found by speaking directly with the Castle Hill Hospital. The Humber Bridge does not administer this or deal with enquiries from patients
3.8.3 EXEMPTIONS
3.8.3.1 Official service vehicles (Police, NHS, Fire Brigade, Royal Mail, and government and military vehicles) are able to cross the Humber Bridge for free. Such vehicles are required to register for an exempt account.
3.8.3.2 If a vehicle is operated by an emergency service, then you must apply for an Exemption Account by submitting a request via our Contact Us page on our website.
3.8.3.3 All Exemption Account holders will be required to sign a Memorandum of Understanding.
4. AUTOMATED NUMBER PLATE RECOGNITION SYSTEM
4.1 When you use the Humber Bridge, the ANPR System will record images of your vehicle and the number plate (VRN) to calculate the Toll Charge due.
4.2 You agree that the Board may retain and use any such images and information in accordance with, and for the purposes, as described in our Privacy Policy available on our Website.
4.3 By using our Services you accept that it remains the responsibility of the driver and/or the registered keeper of a vehicle to ensure that VRN complies with The Road Vehicles Regulations 2001 and remains clearly visible, ensuring that characters are not obscured, or likely to be misread due to damage, dirt deterioration or the application of paint or sprays. Failure to comply with this obligation may prevent your VRN from being recognised by the ANPR System and may result in your details being passed to law enforcement.
5. TOLL CHARGES
5.1 How much it costs to cross the bridge
5.1.1 The Humber Bridge is a toll bridge. You must pay the Toll Charge every time you make a crossing. A crossing is a single journey in one direction. A return trip is two crossings.
5.1.2 We will not refund you or allow an exception if you cross by mistake.
5.1.3 Current Toll Charges are listed on our Website and displayed on signage as you cross the bridge. The Toll Charge depends on your vehicle type including weight and number of axles. Some vehicles are exempt from paying a toll, such as motorcycles and approved concessions (please refer to clause 3.8 above).
5.1.4 Current Toll Charges for Abnormal Loads are listed on our Website. You are responsible for checking the website and complying with our procedures and weight limits
5.1.5 The statutory framework for the collection of Toll Charges on the Humber Bridge is set out in the Humber Bridge Acts.
5.2 When must you pay
5.2.1 The Toll Charge must be paid by midnight the day after crossing.
5.2.2 Non-payment or late payment of the Toll Charge will lead to our tolling system automatically requesting keeper details from the DVLA and adding an administration charge and sending the registered keeper an Unpaid Toll Notification.
5.3 Who is responsible for paying
5.3.1 The driver of the vehicle is responsible for paying the Toll Charge in the first place.
5.3.2 However, if the Toll Charge remains unpaid, the registered keeper of the vehicle at the time of crossing will be liable to pay all unpaid Toll Charges as well as additional administrative charges.
5.4 Guest Crossings
5.4.1 Paragraph 5.2 shall apply to Guest Crossings in full.
5.4.2 Guest Crossings will not be allocated to crossings where the Toll Charge was not paid in time.
5.4.3 You can purchase up to 10 Guest Crossings. Guest Crossings are valid for up to 12 months. No refunds are given for unused Guest Crossings and they are non-transferable to another vehicle.
5.4.4 You do not need to set up a Humber Bridge Toll Account to purchase Guest Crossings.
5.5 On purchase of a Guest Crossing you will receive a digital receipt by email. You will need the receipt number to check how many Guest Crossings remain.
5.6 In purchasing a Guest Crossing you confirm that you are the owner of the vehicle or have their permission to receive information about the vehicle and its crossings.
5.7 In purchasing a Guest Crossing you confirm that you have checked the vehicle registration number and undertake that it is correct
6. Payment
6.1 Card Payments
6.1.1 Acceptable payment methods are listed on our Website.
6.1.2 You are agreeing that the card you pay with is yours (i.e. you are the card holder), or that you have the right to use the payment card if it is not in your name.
6.1.3 Please note that all your transactions with us will be processed by WorldPay, The Walbrook Building, 25 Walbrook, London, EC4N 8AF United Kingdom (company number: 03424752)
6.1.4 By accepting these terms and conditions:
you acknowledge that we or our agents or suppliers may ask a third party to provide a credit/fraud report on the basis of the credit/debit card details and other personal details you provide as part of the standard procedure when you pay money to your Account, and you expressly consent to such checks being undertaken; and you expressly consent to our card payment provider storing your card details, for the purposes of Auto Top-Up, pursuant to Clause 3 and/or the purposes of manual top up of your pre-paid Account pursuant to these terms and conditions.
6.2 Cash
6.2.1 You can only pay with cash if you go to an authorised Paypoint location. You can find your nearest Paypoint outlet listed on our website.
6.3 Bank Transfers
6.3.1 BACS and standing orders can take up to three working days to be allocated to Accounts.
7 UNPAID TOLL CHARGES
7.1 Additional charges
7.1.1 If you do not pay the correct Toll Charge using an approved payment method by midnight the day after crossing, you will be charged an administration charge for each unpaid crossing.
7.1.2 If the Toll Charge and administration charge remain unpaid, further additional charges will be added.
7.1.3 Unpaid Toll Charges will be enforced in accordance with the following process:
- a) Unpaid Toll Notification: Where a toll is not paid on time, our tolling system will automatically request vehicle keeper details from the DVLA and send an Unpaid Toll Notification. This is a request for payment which will include unpaid tolls and administration charges. You have 31 days from the date of crossing to pay before further charges are incurred.
- Violation Charge Notification: Where an Unpaid Toll Notification remains unpaid, a Violation Charge Notification will be issued which will include further administration charges and require full payment to be made within a 14-day period from the date of the Violation Charge Notification.
- Final Notification: Where a Violation Charge Notification remains unpaid, a Final Notification will be issued advising that if payment is not received within 14 days from the date of the Final Notification the debt will be passed for Debt Recovery. The intervention of 3rd party debt recovery will result in £75 additional administration charge being added to the debt.
7.2 Debt Collection
7.2.1 We may pass unpaid Toll Charges and additional charges to a third-party debt collection agency after 60 days from the date of crossing.
7.2.2 The debt collection agency will add their own administration fees in addition to what is owed to us. Failure to pay outstanding charges may result in legal action being taken.
8 APPEALS
8.1 If you have been charged the Toll Charge or receive an Unpaid Toll Notification for a vehicle that is not yours, or where you think you have been charged the wrong Toll Charge, you should let us know immediately using the Appeals process on our Website. You will need your Unpaid Toll Notification Reference Number and your VRN.
8.2 For further assistance please contact our customer service team using the contact details set out on the Website.
9 COMPLAINTS
9.1 If you wish to make a complaint, you can do so by using the Contact Us page on our Website. Please be advised that the complaints process should not be used to submit an appeal for nonpayment of Toll Charges.
9.2 The Board shall deal with complaints in accordance with our Complaints Policy, available on our website.
10 LIABILITY
10.1 By accepting these terms and conditions you understand that our Website and/or app, or any part thereof, may not be compatible with your browser or computer configuration and the Board make no warranty that it is. We make no warranty that our services provided via the Website or app will be available at any particular time or that your access to our Website will be uninterrupted, timely or error free and we will not be responsible if we are unable to use the Website and/or app, or any Services, for any reason.
10.2 If you are using our Services as consumer:
- you have certain statutory rights. These statutory rights are not and will not be affected by any statement contained in these terms and conditions and in particular, any provision which has the effect of limiting our liability to you in the event that any Service is defective or fails to correspond with the description given to it on this Website shall not apply.
- You warrant that you will not use this Website or any of the Services for any unlawful purposes or in a way that is prohibited by these terms and conditions.
10.3 If you are using our Services as a business user:
- all implied warranties and conditions are excluded to the maximum extent permitted by law;
- we shall not be liable for any losses you suffer as a result of unauthorised access to your Account; and
- we shall not be liable for (i) any loss of profit, data loss, loss of production or depletion of goodwill, or (ii) any indirect loss, costs or expenses whatsoever in each case arising out of your use of our Website or your use of the Services save to the extent that any act or omission of the Board or its employees or agents has caused or contributed to such liability in which case our entire liability to you shall be limited to an amount equal to £100.
10.4 Before taking any action under this Agreement you shall afford the Board not less than 30 days in which to remedy any negligent act or omission.
10.5 We do not exclude or limit in any way our liability to you where it would be unlawful to do so, including liability for death or personal injury caused by our negligence or the negligence of our employees, agents or subcontractors and for fraud or fraudulent misrepresentation.
10.6 In accepting these terms and conditions you agree to indemnify us and to keep us indemnified for any expenses or liability arising to us in respect of breach by you of any obligations contained herein save to the extent that any act or omission by us, or our agent, has contributed to such expenses or liability.
11 NON-UK REGISTERED VEHICLES
11.1 If your VRN is not registered in the UK you will still be able to pay for your crossings via all methods available to UK residents (please refer to Section 6 “Payment” above).
11.2 Unpaid Toll Charges for a non-UK registered VRN will not receive Unpaid Toll Notifications issued by the Humber Bridge Board. They will instead be passed for debt recovery by a 3rd Party agent specialising in non-UK enforcement.
12 INTELLECTUAL PROPERTY RIGHTS
12.1 The content of our Website is our exclusive property or that of our content suppliers and is, unless specifically stated otherwise, protected by copyright, and other intellectual property rights. It is published by us and may not be reproduced other than by downloading and viewing on a single personal computer and/or printing a single hard copy, for private non-commercial purposes only. It is not to be otherwise reproduced, transmitted, made available on a network, or used to create derivative works without our prior written consent. All our rights are reserved.
12.2 You may print and download electronic copies of the Website or app for your personal use only.
12.3 Access to our Website and app does not give you any intellectual property rights relating to them, other than a right to use them in line with these Terms and Conditions.
12.4 You may not use any part of the content on our Website for commercial purposes without express written permission from us.
12.5 All our rights are reserved.
13 GENERAL
Whilst every effort will be made to ensure that information displayed on our signage, Website and app is accurate we do not warrant the accuracy of such information.
Our website contains links to third party websites. We do not accept any responsibility for content, material or information contained in them.
Whilst every effort will be made to ensure that our Website and app are up to date and safe to use, we do not guarantee that our Website or app is secure or that it will be free from bugs or viruses and you are responsible for configuring your information technology, computer programmes and platform to access our Website. You are advised to use your own appropriate protection software and services.
You agree that you understand we may take our Website or app offline if we feel it is necessary for maintenance or security.
We may upgrade our app software from time to time. Please note that it remains your responsibility to download and install any updates.
To use the app you will need a compatible mobile phone or device, internet access, and the
minimum software requirements which can be found on the relevant app store.
13.1 Assignment
13.1.1 We may transfer our rights and obligations under these terms and conditions to another organisation. We will ensure that any such transfer does not affect your rights under these terms and conditions.
13.1.2 For the avoidance of doubt, by signing up to these terms and conditions you understand and accept that you have no right to transfer or dispose of your rights or obligations under these terms and conditions.
13.2 Non waiver
Failure or delay by us in enforcing any provision under this terms and conditions shall not constitute
a waiver of the Board’s other rights and waiver by us of any breach is not a waiver of any
subsequent breach.
13.3 Third parties
All rights under the Contracts (Rights of Third Parties) Act 1999 are excluded.
13.4 Governing Law
These terms and conditions are governed by the laws of England and Wales and the relevant
courts of England have exclusive jurisdiction to hear and resolve any disputes. By agreeing to
these terms and conditions you consent to all disputes arising out of or relating to your use of this Website being decided only by the courts of England and Wales. If you are accessing this Website from another jurisdiction, it is your responsibility to ensure your compliance with the laws that apply to that jurisdiction.
13.5 Data Protection
Any personal data provided as a result of your use of our Website, app and ANPR System will be used in accordance with our Privacy Policy available on our Website.
